I learned from Organic Gardening years ago that ALL sweet peppers will ripen to a color if left on the plant. "Green" peppers are just unripe bells the same as green tomatoes. This was a nice discovery for me, as I never liked the green, bitter ones and finding out they were unripe confirmed my tastes. :-) I prefer both my tomatoes AND peppers both ripe!
And, yes, you should be fine planting your purple potatoes.
